Soziale Repräsentationen von Bürgerprotesten: Der Wutbürger - soziale Realität, Feuilleton-Chimäre oder politischer Kampfbegriff?

Zusammenfassung

Das im Nachrichtenmagazin "Der Spiegel" erschienene Essay "Der Wutbürger" stellt einen einflussreichen Beitrag zur sozialen Konstruktion einer sozialen Repräsentation aktueller Bürgerproteste dar. Hauptziel des vorliegenden Beitrags ist es anhand dieses Essays und seiner Rezeptionsgeschichte exemplarisch sozialpsychologische Prinzipien der Konstruktion einer sozialen Repräsentation kollektiver Proteste herauszuarbeiten. Zunächst wird aus dem Essay eine "Laientheorie" zu den Ursachen kollektiven Protests extrahiert, die anschließend wissenschaftlichen Erkenntnissen gegenüber gestellt wird. In einem zweiten Schritt werden Merkmale identifiziert, welche die soziale Überzeugungskraft der im Essay transportierten Erklärungen begünstigen. Schließlich werden wichtige politische Funktionen einer kollektiven Erklärung von Bürgerprotesten beleuchtet und diskutiert.

Social representations of civil protest: "The enraged citizen" - social reality, feuilleton-chimaera or political catch phrase?

Abstract
The essay "Der Wutbürger", published 2010 in "Der Spiegel" magazine, presents an influential contribution to the social construction of contemporary forms of civil protests in Germany. In the present article, the essay (and the history of its reception in the wider public) is used as a backdrop to highlight some key social psychological principles of the social construction of collective protest. In a first step, the essayist’s lay theory of the causes of collective protest is extracted and compared to scientific research findings. In a second step, critical features of the lay theory are identified that foster its social and public impact and influence. In a final step, distinct political functions of the resulting social explanation are illuminated and discussed.

Politisches Interesse Kurzskala (PIKS) - Entwicklung und Validierung

Zusammenfassung

Eine Kurzskala zum politischen Interesse (PIKS) wurde entwickelt und validiert. Dabei sollten auf ökonomische Weise Probleme der bisherigen Ein-Item-Messung wie unzureichende Reliabilität und Inhaltsvalidität behoben werden und dennoch eine vergleichbare Messung zu vergangenen Studien gewährleistet sein. Ebenso sollte die Messung des Konstrukts theoretisch fundiert erfolgen. Wir berichten Ergebnisse aus fünf Studien zur Item- und Reliabilitätsanalyse sowie zur Konstruktvalidierung. Interne Konsistenz und Retest-Korrelation zeigen eine hohe Reliabilität und Stabilität, Korrelationen zu benachbarten Konstrukten und konfirmatorische Faktorenanalysen belegen eine hohe Validität.

Short Scale Political Interest (SSPI) - Development and Validation

Abstract
In this paper a short scale measuring political interest (SSPI) was developed and validated. In the field of political psychology most large-scale studies use one single item for the measurement of this important construct. However, single-item-measures suffer from poor reliability, and content validity remains questionable. The items of SSPI were developed considering the theoretical background of both political science research concerning political involvement and psychological interest-theories.
The aim of the scale-development was to overcome the problems of one-item-measurement and build an economic short scale, which also produces comparable results to previous studies of political interest and can be used both in a German and English version. Findings from five studies are reported and show excellent item characteristics for the five items and high reliability of the instrument (study 1). Correlations with related variables and confirmatory factor analyses underline the construct validity of SSPI (study 2, 3 and 4). First results regarding cross-cultural equivalence are promising, however, further research on that topic using population samples is still necessary (study 3 and 4). The questionnaire proofed high stability in test-retest-correlations (study 5). Also, it is very economic with an average processing time of 30 seconds (study 5). As the traditional item measuring political interest is part of our scale, results are comparable with previous studies.
Using the scale instead of a single item gives researchers the opportunity to use multivariate analyses and improves the measurement of the construct. Further research needs to show if the scale can partly solve the problem of social desired responding. Moreover, studies investigating stability and reliability of the construct within the Latent-State-Trait-Approach are forthcoming.

Politische Partizipation und soziales Engagement unter jungen Deutschen, Türken und Spätaussiedlern: Befunde aus einer qualitativen Untersuchung mit Fokusgruppen

Zusammenfassung
Viele Befunde sprechen dafür, dass konventionelle Formen politischer Partizipation unter jungen Menschen abnehmen und politische Apathie und Entfremdung zunehmen. Ziel dieser Studie war, mittels Fokusgruppen-Interviews, die Wahrnehmungen und Praktiken zu erörtern, die Partizipation fördern oder hindern. Dazu wurden insgesamt 103 junge Menschen (Deutsche, Türken und Spätaussiedler) aus zwei Altersgruppen befragt. Die Ergebnisse zeigen, dass das Ausmaß sowohl konventioneller als auch unkonventioneller Formen von Partizipation bei den Teilnehmern tatsächlich gering ausgeprägt war. Allerdings gab es bedeutende Unterschiede abhängig von Alter und Migrationshintergrund der Befragten bezüglich ihres Verständnisses von Bürgerrechten, der Themen, die für sie relevant waren und der wahrgenommenen Partizipations-Hindernisse.

Political participation and civic engagement among native German, ethnic German Diaspora, and Turkish migrant youth: Findings from a qualitative study using focus groups

Abstract
A lot of research shows that conventional forms of political participation among young people are declining and that political apathy and alienation is increasing. Current theories about political participation take into account historical, institutional, political and demographic factors on the macro level as well as psychological and social factors (e.g., self-efficacy, trust). However, the (social) psychological processes that mediate the influence of these factors on young people’s motivations, attitudes, and behavior are not well understood. The goal of this study was to shed light on young people’s understanding of citizenship, environmental and human rights by using qualitative focus groups and in-depth interviews. We interviewed 103 young people (Native German, ethnic German Diaspora, and Turkish migrants) from two age groups (16-18 and 20-26). The results show that the extent of conventional as well as new forms (e.g., social networks) of participation was low. But there were important differences across age and ethnic groups regarding participants’ understanding of citizenship, the topics that were relevant for them and the barriers for participation they perceived.

Institutionenperzeption und politische Partizipation - Wie die Bürger über politische Institutionen denken und welche Schlussfolgerungen daraus für die Förderung politischer Beteiligung zu ziehen sind

Zusammenfassung
Trifft die Annahme der US-amerikanischen Politikwissenschaftler John Hibbing und Elizabeth Theiss-Morse, nach der die Wahrnehmung des politischen Prozesses ein entscheidender Einflussfaktor ist, der das Vertrauen in Institutionen beeinflusst, auch für den deutschen Fall zu? Basierend auf der Rekonstruktion von Gruppendiskussionen stellt der Beitrag Orientierungen gegenüber den Institutionen des politischen Systems der Bundesrepublik Deutschland vor. Es zeigt sich eine ausgeprägte Distanz gegenüber dem professionalisierten politischen Entscheidungsprozess und seinen zentralen Akteuren: Parteien, Interessengruppen und Berufspolitikern. Daher bedarf es einerseits einer besseren Aufklärung über die Funktionsbedingungen moderner Demokratien in der politischen Bildungsarbeit und andererseits vermehrter Möglichkeiten, demokratische Entscheidungsprozesse im Alltagsleben durch eigene Erfahrungen nachvollziehen zu können.

Attitudes toward political institutions and political participation. How citizens think about political institutions and what it means for the promotion of civic participation

Abstract
John Hibbing and Elizabeth Theiss-Morse, two U.S. political scientists, argue in numerous empirical studies that the perception of the political process is an important factor that influences people’s support for the political system. They criticize the theoretical approach of Easton who focuses on outputs of the political system and neglects the processes employed within that system. From Hibbing and Theiss-Morse, the public’s satisfaction with political processes depends on two components: procedural efficiency and procedural equity. Is their theory also true for the German case? The article presents attitudes, gained from different focus groups, toward the institutions of Germany’s political system. The focus group discussions give insights into participants’ assumptions about the German political system. There appeared a distinct distance between people and the professionalized political decision making process and its agents: parties, interest groups, and politicians. Accordingly two consequences are discussed: On one hand civic education, which instructs people about modern democracy and its processes, shaped by debates, negotiations and compromises, has to be enhanced. On the other hand people need more opportunities to experience the complexity of democratic decision making processes in their every day lives.

Legitimationsprobleme direkter Partizipation - Wie kann Bürgerbeteiligung die Demokratie verbessern?

Zusammenfassung

Direkte Formen von Bürgerbeteiligung werden nicht nur von der Politikwissenschaft gefordert, sondern ebenso von einem mehrheitlichen Anteil der Bevölkerung als Alternative zu den herkömmlichen Verfahren gewünscht. Vielen politisch interessierten Bürgern reicht Wählen als Methode politischer Teilhabe nicht mehr aus. Allerdings stehen neue Partizipationsansätze in einem legitimatorischen Spannungsverhältnis zum bisher praktizierten repräsentativen Demokratiemodell.
Neben der Anerkennung der Potenziale (verbesserte Problemorientierung und damit Qualität der politischen Entscheidungen, höhere Verantwortlichkeit der politischen Eliten) ist daher eine Analyse der Legitimationsproblematik notwendig, die direkte Beteiligungsverfahren beinhalten. Die Voraussetzungen sind anspruchsvoll und schwer erfüllbar; dazu zählen vor allem Entscheidungs- und Beteiligungskompetenzen, die Gemeinwohlorientierung und die Einhaltung demokratischer Grundsätze.

Direct forms of participation: problems of legitimacy and democratic potential

Abstract
The possibility and necessity of direct forms of political participation have become an important topic in political theory as well as in public discussion. As empirical studies reveal, a changing image of democracy causes a new consciousness and willingness of participation in expectation of an improved political output and a higher responsiveness of politicians. Despite this development the structure of democratic political systems has not changed and a complex stress ratio between traditional and unconventional forms of participation is to be stated.
Mainly the incompatibility of direct and representative elements of democracy causes problems of (competing) legitimacy. The descending belief in the legitimacy of the established order provokes new kinds of political behaviour, demands and support while the system formally remains. Due to the very different assumptions about the citizen’s capacities theories of democracy cannot yet answer the legitimatory questions, but give some hints of the complexity of requests, with priority to abilities of processing information and orientation on democratic values or public interest. Against this background, this article evaluates forms of direct participation with regard to their premises, limitations and potentials.

Direkte Demokratie als Allheilmittel? Möglichkeiten und Grenzen der Volksgesetzgebung

Zusammenfassung

Kann die direkte Demokratie, insbesondere die Volksgesetzgebung, in den deutschen Bundesländern wirklich als Allheilmittel eingesetzt erden, um Politikverdrossenheit zu kurieren? Um diese Frage zu beantworten, werden die Hauptargumente der Debatte für und wider die Direktdemokratie aufgegriffen und für die Länder ausgewertet. Es zeigt sich, dass das Bild weder so düster ist, wie es die Gegner der Direktdemokratie häufig zeichnen, noch so brillant, wie es die Befürworter gern darstellen.

Direct Democracy as Universal Remedy? Promises and Limits of the Popular Initiative

Abstract
Can direct democracy, most notably the popular initiative, serve as a cure for political disenchantment in the German Länder? To answer this question, this article summarizes the main arguments usually voiced in favor and against direct democracy and tests them for the Länder. The national level cannot be taken into account as the Basic Law does not provide for the instrument. The arguments are grouped along the key words participation, competencies, minority rights, accountability and legal requirements. Each subsection ends with a short description of the situation in Germany. The summary shows that the overall picture is neither as dark as direct democracy’s opponents paint it, nor as bright as its defenders suggest.

Deliberative Governance Arenen als Operationalisierungsvariante politischer Partizipation und Kognition

Zusammenfassung
Spätestens seit "Stuttgart 21" ist deutlich geworden, dass politische Entscheidungen verstärkt unter Legitimationsproblemen "leiden". Dies liegt an einem immer größer werdenden Partizipationsanspruch der Bürger. Sie verbinden mit "Demokratie" vor allem "mehr" direkte Mitsprache, während die gewählten Volksvertreter das Repräsentationsprinzip betonen. Deshalb bleiben trotz aufkeimender Mitsprachewünsche der Bürger die Institutionen des politischen Systems nahezu konstant. Um beide Standpunkte überbrücken zu können, wurde ein neuer Handlungs- und Analyseansatz theoretisch erarbeitet und empirisch getestet: die "Deliberative Governance Arena" (DGA). Sie wurde im Rahmen der Bürgerbeteiligung bei der Kommunal- und Verwaltungsreform in Rheinland-Pfalz entwickelt und mit dem Generationengerechtigkeitspreis 2010 ausgezeichnet.

Deliberative Governance Arenas. A new governance approach of political participation and cognition

Abstract
Since the protests against the under construction railway project "Stuttgart 21” in Germany it has become evident that political decisions face problems of legitimation. One reason for this is that the citizens expect to be more involved in the decision-making process. For the citizens, more participation is linked to democracy, while the elected representatives act according to the representation principle. Therefore, the institutions of the political system remain almost constant. In order to be able to bridge the two positions, we suggested a new theoretical approach and tested it empirically: the Deliberative Governance arena (DGA). It was distinguished with the Fifth Intergenerational Justice Award and developed in the context of the citizens’ participation with the local and administrative reform in the federal state of Rhineland-Palatinate. The key question is how to institutionalize new forms of the politics policy and discursive citizens’ participation.
